The Department of Education (DoE) commisioned Building Management Works (BMW) to complete a feasibility study in 2012 to build 2 new toilet blocks at Hilton Primary School.
Block 1 - junior school students (years 1-3)
Block 2 - middle school students (years 4-6)
The feasibility study was reviewed to ensure compliance with the Primary School Brief (PSB) requirements for the new toilet blocks at Hilton Primary School. Provisions for necessary site works, landscaping and connection of services into the existing school network was provided
This was my first documentation project after graduating and was involved from project initiation to completion in a relatively short time frame. I operated independently under the supervision of the associate architect.
Project Initiation, Concept Design & Design Development
An initial meeting was held at Hilton Primary School to introduce all parties, discuss the brief, and ascertain whether the feasibility study was still applicable to meet the needs of the school. A review of the feasibility study was conducted to ensure compliance with the Primary School Brief (PSB), Australian Standards, NCC and Department of Education and Training (DET) requirements. This review found the nominated number of toilet fixtures did not meet the statutory requirements as the school’s population growth was not accounted for. A site measure and inspection was undertaken to determine the location of the new toilets and the extent of decommissioning and refurbishment works to the existing student and staff toilets.Weekly meetings were held to review the progress of the design. I was responsible for presenting options for the proposed locations and design of the toilet blocks. Due to the budget constraints and the DET and BMW’s exacting standards, the design challenge was to find a middle ground which allowed for some creative aspiration to occur. The design incorporated a two‐toned speckled brick pattern and dado line to tie into the existing built fabric of the school. The consultant team was selected from a list supplied by the client. I negotiated their fees and reviewed their
scope of services. The consultant team consisted of a structural engineer, services engineer, quantity surveyor, building surveyor, and acoustic engineer.
Construction Documentation & Tendering
During the documentation process, I liaised with and coordinated with the consultants to produce the documentation package for tender pricing. This included the production of all schedules including the selection of materials, compliant fixtures and fittings in accordance to the PSB and specification using NATSPEC. Items within the PSB did not comply with Australian Standards which required the building surveyor to provide 'deemed to satisfy’ letter. As part of the tendering process, BMW issued their own preliminaries and annexures which was reviewed by myself and the Associate Architect. I was involved in preparing the tender evaluation, monthly, and milestone reports which formed part of Matthews & Scavalli Architects contractual obligations to BMW.
Construction & Contract Administration
After a contractor had been appointed, site works began fairly quickly with minor latent conditions uncovered. During the construction phase, I attended weekly site visits, observed and participated in the preparation of variation approvals, superintendent instructions and contract price adjustments, reviewed progress claims and extensions of time under the supervision of the associate architect.

Sketch Design
Design input, sketch design report, toilet fixture number review based on NCC, arrange consultant team and review feasibility study report, site measure and visual documentation.
Design Development
Design presentation package, design development report and DA application package.
Construction Documentation
Production and management of documentation process to download), consultant co-ordination, specification, selection of materials and products compliant with client briefing, aesthetics and presented to client and Primary School for review, worked within project program for completion of documentation in accordance with required time frame and mural proposal.
Tender
Pre tender report, tender evaluation report, respond to contractor queries and issue addendas.
Contract Administration
Documentation revision and tracking register through transmittal records, facilitate the distribution of revised/ updated architectural and consultant drawings to project manager for distribution to builder, responding / registering RFIs to/ from contractor, issuing SRDs to project manager, review progress claims, building progress monitored through site inspections.
Defects
Undertake defects inspections, issue assessments and reassess rectified works.
